Law enforcement officials "cleared" approximately 35% of violent crimes in 2003, a higher rate than in any of the previous 11 years. According to the San Francisco Police Department, "clearance" means an arrest is made, crime charged, and a case is referred to a court. The clearance rate for property crimes has held steady at between 11 and 12 percent since 1992.
