Less than half of registered
voters voted in the November 2003
elections.
As with the eligible residents who register, the percentage of
registered citizens who vote is strongly affected by whether there
is a presidential election and, secondly, by whether there are mayoral
and congressional elections. In the presidential election of 2000,
67% of registered voters voted. Sixty-two percent voted in the previous
presidential election in 1996, compared to just 30% in 2001 and
1997.
