The amount of money the City owes per capita is $1,070, slightly lower than 2002's figure of $1,133, but higher than any year from 1988 to 1994.

General bonded debt includes bonds for construction and/or rehabilitation of affordable housing, libraries, museums, parks and playgrounds, schools, fire and police stations and other facilities.
